been given a 2nd hand jane powertrack stroller, can't work it! help please!

hi, can anyone help please.
my dm got secondhand jane powertrack stroller for us. at the moment the seat is in the lying down position.
we want to make it sit up, but can't work out how! arghhhhh...!
can anyone explain how you do it please?
possibly there is a part missing on our's? it just doesn't seem obvious.

There should be 2 straps on the rear of the seat, like a pulley system.
You pull the top one (upwards motion) to bring the seat back up and release the bottom one to lay it flat.

we can see the straps you are talking about, but on our's they don't seem to do anything, or go around anything, should they link through somewhere?
maybe our's has been unthreaded? or there is something missing.....

They could have become unthreaded, they should look like a T shape.
There should also be sort of platic bits attached to it that connect to the frame, sometimes these come off and means doesn't go as upright.
