My DDs have been using BEMA float swin vests for 18 months now - as soon as we used them they never looked back and were swimming independantly soon after.

It has removeable floats so you can adjust the bouyancy as they get more able and seems very hard wearing. They last for a while - I think we have 2-4yrs and 4-6yrs and we bought without trying on (from a car boot sale ). It took a short while for them to get used to the bouyancy and get themselves into a position where they felt secure.
