Online gift certificates for relatives abroad

Hi, anyone know of any websites that do online gift certificates that can be used abroad. My SIL lives in Italy and I wanted to email her a gift cert from Amazon but couldn't work out if she would be able to use it without incurring huge delivery charges.

With Amazon, the gift certificate is just like having cash at the recipient's end. They pay the cost, plus shipping if they don't qualify for free shipping.

Is there an Italian version of Amazon?

Does she Ebay? You can do gift certificates there too.
