I have a list of things that it's not worth buying cheap versions of - and goggles are on it. If they keep losing them make them pay for them themselves, or go without. Cheap goggles fit so badly they might as well do without anyway.

I write our phone number on the strap in indelible ink. Then if they get handed in to lost property the pool phone me.

I send the boys down on their own to collect them: that tends to motivate them to look after them as well!
