Want a funky bathroom blind. What the heck is an Ikea panel curtain?

All the bathroom blinds Habitat, HomeBase, IKEA are too beige/tasteful. Want something funky. Any ideas?
Seen some "panel curtains" on Ikea . Are these blinds or just cloth screens that you can't open?
