Is this coat faulty

Hi ladies. I bought this wool coat yesterday but I've noticed this (picture attached) on the collar. Is this a fault? My mum thinks it's part of the design or maybe to put a brooch or something. I've no idea. Thanks

Looks like a button loop. Is there a corresponding button tucked under the opposite collar?

I agree that it looks like its a button loop and meant to be there.
