We have lycra ones same as costume material.

I've got a good tip for the hats you may not have tried?. DS goes to swimming lessons and they have to wear a certain colour cap which is colour coded for the age of the kids. He has quite a big head and the one for his age was almost impossible to get on. We almost gave up on the lessons due to the pain and fuss involved in getting it on. Until one of the lifeguards told me to put a load of talc inside the cap as soon as it has been washed and dried and shoosh it round. Put away in bag and the next week it glides on with ease and no tears!

these are the thin plasticky ones by the way - latex I guess? Would probably work for silicone too?

I would second swimshop, silicone (thicker one)far easier than latex, even easier with talc!!
