Letterhead - need to create company one...

I need to create a letterhead - have an idea of how I want it to look - that I can simply save on my computer rather than spending a fortune on printing. Can anyone recommend a free (or cheap) site to assist?

Microsoft Publisher is good for that sort of thing. Not heard of doing it on line though
