they do all in one things but they are really quite expensive....

I got a decent poncho from a cycling site, wonder whether they would do child-size ones? Sorry, can't remember the name of the site, try googling raincape or similar. BTW, I found that when dd was on the buggy board wearing a raincoat with hood and sandwiched between me in my cape and the buggy he didn't get wet at all - barely a few drops on his hood, and maybe some splashes on his lower legs.
