Clarks toddler boots won't go up my dd's calves!

She's only 21 months, and not enormous, so why can't they make boots that will do up? Is it simply that she has chunky calves, or is this a general problem for lots of toddlers?
Do other manufacturers make wider fitting ones?

ahhh does she have very small feet5 for her age?

Think we have the same boots for DD1 - but have opposite problem, she could probably put both legs in hers! Not often we wish we had an average child is it?!

I don't think so. She's a 5.5/6g.
