I would recommend a
Zoggs Bobbin
My dd started off in one of these and she was swimming before she was 4. They are truly brilliant because they don't compromise the natural swimming position, unlike armbands.
After she could swim, we still used to make her wear it when we swam and the sea was choppy. It was a sort of added safety measure IFYKWIM.

Thanks pesto, saw a few of those on ebay, but didn't know what they were like. Thanks for advice

Your're welcome! I would have sent you ours, but have already passed it on to another friend. Good luck finding one.

my ds used a back float here it was brilliant ,could reduce the floats when needed and it leaves arms free.
