Can anyone tell me how vital the elastic band thingy is. I can't decide whether to buy a cheap one which is missing this component and I don't know if it is vital???

I have the board. Wouldn't say the elastic thing is vital, tough was peeved when mine broke. Went to the shop I bought it from and they gave me a free replacement.
The elastic is used so that when the board isn't being used, you can tie it up out of the way. Also I have found that when it isn't on, the board is more prone to falling off when I fold the pram than otherwise. Not great issues, but annoying. Possibly my fault as sometimes seem to fold it upside-down IYSWIM.

Thanks. It sold for more than I wanted to pay on E-bay, but will bear in mind for future.
