Dehumidifier help!

So - after reading about combination washing machines and dryers not being very good, I decided to keep putting my washing on rails in the house and use a dehumidifier as lots of people recommended that.

Have now purchased one small portable dehumidifier which isn't collecting a lot of water, and a large one which I'm a bit scared of to be honest! the intructions aren't that clear and I'm not sure how to use it!

What are the numbers on the top actually referring to?
Do I just turn it on and leave it?
Is it best being close to wet washing to have any effect?

maybe silly questions but not an expert and just trying to avoid mould/condensation and dry clothes a bit quicker in a small house!

advice appreciated :-)

Are there any instructions on the internet for the model you have bought?
Have to say i usually plug things in and work it out by poking buttons!
