Pramette - can anyone tell me if toddler can use ride on step whilst baby faces you?

On the Mamas and Papas pramette can toddler use the ride on step whilst baby faces you? Or is it only for when baby faces out? Does that mean baby can't recline and toddler travel? Confused!!!

A friend has one of these.
Baby has to face away from you to be able to use step, but she has hooked buggy board up and works like that with the baby looking at the toddler and having great fun.

Thanks, thought it looked like you had to have baby facing away!!
