Is a Cloudbook the same as a Laptop?

Hi everyone. I'm looking to buy a new laptop, paying no more than £240. I need it mainly for downloading movies and music, and for storing photographs and documents. I also use Netflix and other streaming apps (IPlayers etc). I looked on the Argos website and found that they are mostly selling Chromebooks (no good to me, I want to stick with Windows 10 OS) and Cloudbooks. I notice the Cloudbooks run Windows 10 OS, but are they the same thing as a laptop? Can I store movies and music on to the actual gadget, rather than into a cloud? With thanks in advance to all tekkies who can help. Also, is Lenovo an ok make? I usually have HP and have had Acer too in the past, found both to be pretty good for the things I use them for, but wondered if Lenovo is decent too as there seems to be a lot of them on sale too.

P.S. That should have read 'no more than £250'.

It runs windows but is very light on processing power, memory and storage. Fine for browsing and using cloud storage and apps but not much use for locally installed applications. You won't be able to store much at all on it internally but should be able to connect a USB drive as a workaround. They're basically Microsoft's alternative to Chromebook. Lenovo are a very well known brand and no better or worse than the other popular brands.

I think I might pass and buy an actual laptop, as I do tend to store a lot of movies and music etc on my laptop. Thank you for your advice @TooTrueTooBeGood
