Prepay mobile sim that you dont have to top up every month?

My wee bro is going away to uni next month and Im thinking of getting him a mobile, but Im not sure he will use it much-will prob be more for my mum calling him, so dont want to get a sim that he will have to top up every month, unless he uses all the credit up. Any ideas?

I'm on Vodafone and the only condition to my pay as you go is you have to make an outgoing call/text at least once every 180 days. That's what? every 6 months?
I barely top once a month.

You might want to check Virgin too.
No idea what they're like. Just another company to check if they meet your needs.

we have a t-mobile one and you only top up when you run out!
