I bought £28 of stuff and used the code 1991 for £25 off and free P&P So should have cost me £3. They took £9 out of my account so I sent them a mail asking why and they asent back the following:

Dear

Thank you for your email.
Item 19 9248374 BLUE ALL-IN-ONE 081 is now sold out therefore the order
value was £9 in respect of item 27 9296450 BLUE ALL-IN-ONE 086.
The order code used with your order was not one issued to you by our
Marketing Department and inline with the terms and conditions of shopping
with us is not one we are prepared to honour.
To enable us to investigate further can you please advise where you obtained
We have not charged post and packing on this order.

What are they goinhg to do when they find out that we have been swapping codes - surely there is nothing illegal about it - why are they asking??

It sounds more as if the issue is that your more expensive item wasn't in stock, and therefore you didn't have an order over £25 in the first place. It is only now that you are querying it that they've realised that you hadn't been sent this code.

Their terms and conditions do state:

"La Redoute assigns order codes to enable our customers to enjoy the benefits of special discounts and other promotions. Our customers are reminded that all La Redoute order codes are non-transferable and remain the property of the company at all times. Unless otherwise stated, La Redoute order codes are for single use only."

So basically they are right - they don't have to honour the codes, but it does sound as if they don't do any checks normally (unless you complain/query as in this situation )
