HELP - earplugs for babies

In a nutshell, I have a 1 year old and extremely inconsiderate neighbours. Does anything exist that I can use to help her sleep?

Football against the fence all evening and drilling at 9:30pm

Before you ask, yes I've brought up the Noise level and been told where to stick it.

Could you use white noise in the room instead

White noise machine off amazon will do the trick. Pop it near the cot and it should make enough white noise that the other noises blend it. Was the drilling at 9:30 a one off? If not I'd be banging on the door every time.
