Play area flooring for outside

Our back garden is totally flagged and on two levels so not the safest for a toddler. We are wanting to fence off an area where we can put a slide and the Tikes car etc and put some safe flooring down.

I am looking for something cheap but safe as it will all need doing on a budget. Wood chipping is out because I'm guessing the car won't move well on it and we have a cat might pee in it!

Any ideas?

Hi Chloe, decking? we have a bit of it outside, which is sufficient for dd1 and 2 to use their scooter on and dd2's little car? Only trouble is, its not really maintanance free. But you can put up a fence/small gate with it, but then I guess you can also do this with flaggstones too!

Yeah mum mentioned decking Frizbe but I still reckon it would be too hard - his slide is about a metre high and I wouldn't fancy him falling off onto wood really. I was thinking about those rubber mats that slot together but they are appearing to be very expensive
