Help baby looks uncomfortable in Phil and Teds!

I have just converted my Phil and Teds in to the baby/toddler mode with the second seat at the back as Ds(6 months) was too big to lay flat. The problem is that when Ds falls asleep his head flops forward and sideways because the seat is so high up and doesn't tilt back. He loves sitting in the back when he's awake as he can look around but looks terribly uncomfortable when asleep.
Have i attached the seat correctly? or is there anything i can do to overcome this?
Also is it safe to out Dd2(23 Months) in the back seat?

it is a known issue and the latest "sport" model has a recline option on the back seat. People do switch toddler and baby around but you're not meant to in case it topples backwards.
