How do you attach a pannier bag to a p & t??

I bought a pannier off mumsnet and can quite figure out where it should go, i know its on the side somewhere but do i need the bumper bar on or not?

you don't need the bumper on you just kind of wrap it around the side metal bits iykwim??? You can't fold it down when they are on which is a pain in the arse
