Outside toys that take up minimal space

I live in a flat with no garden, but there is a paved/concrete communal area where the washing lines are, out the back, which is enclosed. I have a small coal shed for storage - so what compact toys would you recommend to suit a 4 yr old, 3 yr old and an almost 2 year old? And cheapish too please - Im supposed to be on a money saving drive! Today we just about got by on bubbles, a chalk hopscotch, one plastic golf club and ball, and a football..

think ill get a wee dolls pram, and rescue the scooter from my parents garage. not sure the tent would be ok on concrete? (I just know the littlest one will get shoved lots in that wee enclosed space!)
