Cynically wondering if this is a disguised announcement from the government, so everyone stocks up to suit the financial year's figures.

I wouldn't worry too much. Agree that it has rallied 28% in 2016 but that is from a 12 year low.

Historically, the average price of oil is $47 a barrel. Brent is currently $38.50brl.
