I use Cyberpatrol. It's very simple, you can download directly from the website and you can have different settings for each PC user. Cheap too, as I recall.

I did quite a bit of research as well, fwiw. DD is 11 and we discovered she'd been looking at VERY unsuitable material online. Cyberpatrol has movie-type age restrictions which you can fiddle about with if you wish.
