mobile phone battery dead, can you access your phone contacts?

No, I wouldn't have thought so. Unless you can connect it to a PC, and then it would charge anyway

Access them in your phone do you mean?
Then no.

But...with iPhones I am pretty sure you can log into your iCloud account from any PC. I'm not sure if you can access your contacts that way though.

IPhone you can log into your icloud account on a pc and get them from there.

No. Unless you access your iCloud from a PC and that's only IF you back contacts to iCloud and IF you can be arsed faffing about downloading iTunes onto a PC
