Cotbed quilts - what tog should be used?

Bit confused (as usual)
DD is 13 months. Currently uses a sleeping bag for bed so only has a sheet on the bed. I want to get a quilt for her, but the togs seem to start at 4.0, when the sleeping bags she uses is 1.5 with her jamas underneath - would a 4.0 tog be too hot, cant seem to find anything lower.

TIA

I thought quilts weren't recommended until they are out of a cot?

They do sell cot quilts in mothercare which look very thin, but i didn't think they were recommended.

We used a cot quilt with ds at about 13 months - he slept so much better with it, but he never had a sleeping bag - he came from sheets and a blanket.

4.0 tog is the recommendation at that age. not sure why there isn't a lower one but it certainly shouldn't be any higher until they are about 4 or 5. Sleeping bags maybe are abit different as you sort of wear them.

Thanks for the replies. I'd been told no quilt for those under a year, and I dont want to use the quilt just yet, but will prob start in Dec for the cold winter.

I did same thing with ds when he was about 15 months, a 4 tog quilt just right (never seen a lower tog than that). Worth buying a decent quality one though. Advice I've always seen is no quilts under a year.
