Halogen Heaters - are they cheap to run or not?

Am thinking of buying one of these heaters. Does anyone know how how much they cost to run and if they are any good?

I have one in work and I can honestly say it is useless. You have to sit practically on top of it to feel it, and my boss almost set his chair on fire one day.
