at the shoulder, does that come in the packet?
is it called a tensioner?

Some do but really basic ones don't have them.

god i paid 24 for one in a specialised kiids shop and didnt get it. and they shouldnt have sold it to me anyway, i told them dd was 4 - ok so i dont know about the laws (just watched the video on it this morning so do now) but they should.
