Do both seats on a Jane Powertwin fully recline?

I have just read this on the babyworld.co.uk website

Newborn Twins:

Rear seat fully reclined + 1 Rebel carseat (one twin faces forwards, one back)
Two Rebel carseats (maximum 2 hrs) - (both twins are rear facing)
Both seats fully reclined when the twins reach 3 months (both babies face forwards)

Is it true??????

Rear seat suitable from birth, 2-position front seat suitable from 3mths (but add a Rebel infant carrier and its suitable from birth)

what that means is that the front seat itself is only suitable from 3 months as it DOESNT fully recline BUT by the addition of the car seat it makes it suitable from birth. It depends if you would want a newborn lying for any length of time in a carseat as the pram seat would not be suitable until 3 months.

I saw the Jane Twin Two Pushchair in John Lewis today - both seats recline and are suitable from newborn

I wouldn';t put a 3mnth old in the front seat personally. I swapped to the seats at around 9 mnths, and they werent very comfortable sleeping in the front seat.

I have a powertwin (from Babyworld!), the front seat reclines but not flat like the back seat. Does that make sense?
