Boys inside leg measurement 11", what size is that please?

I think it is between 12 and 24 months Im looking for my Boden catalogue to check but can't find it and can't see sizes on the website.

Well I found the Boden catalogue and there are no inside leg measurements so I'm still stuck. If anyone has a small boy and some trousers please measure them and tell me what age trousers an 11" inside leg is please.

Gap "Cargo" chinos age 18-24m have an inside leg of exactly 11". Just measured them !
