Float suits

I have just bought a float suit for dd (23 months) for our holiday next month. We took it for a trial run in the swimming pool at the weekend and we seemed to be having teething problems. When she lifted her feet up to the correct swimming position she span around onto her back which frightened her and as a result she didn't even dare walk around the pool on her own let alone play or 'swim'.

Has anyone else had this with their float suits? Is it to do with how much they can control their bodies in the water on their own (i.e. she is too young for it) or is it to do with the distribution of the floats, do you reckon?

Sounds like a distribution of floats problem to me
Can you take some out at the front?
