Are there any seatbelt positioning booster carseats for children under 30lbs in weight?

dd1 is 3y 2m. I'd hoped to have her into a booster seat by Easter so I can get the baby out of the infant carseat and into the regular carseat (which can also face rearward)

But, dd1 is only 28lbs. She's been 28lbs for ages and I cannot envisage her being 33lbs before she is 4.

Are there any booster seats which are recommended for light-weights? I'm sure she'd meet the height requirement. Why is there a weight requirement for the booster carseats?

you get booster and back options that can go either with a 5 point harness or with a regualr adult seatbelt.

They do from 9 months to 11 or whenever.

Would that work?

We had one of those when dd was 3 - it has a 5 point harness on (was m&p but can get more makes now). It fits with the seatbelt and is very secure and then when they get to 40lbs you have to take off the harness and use as a booster seat. You can get them for £50 upwards - see mothercare website
