maclaren cosy toes - what are the ties for?

just got my new cosy toes (or rather DD's new cosy toes) that i bought from Ebay - bargain!

What are the ties for at the top of the base bit does anyone know please?

To tie round the uprights of the buggy (the handles, but lower down) so that the cosytoes doesn't slide down the pushchair.

they tie around the metal structure of the buggy to hold the cosytoes in place

to tie to the seat so that it doesn't flap about?

I found they weren't quite long enough to fully recline the seat though.
