we've just got a second hand one of these
I was hoping that we could lock the handlebars so there was some chance of getting where we want to go. under the hadlebars there is a black plastic ring thing, it has an arrow on and it looks like you should be able to do something with it.....but does anyone know what? or how?
have tried pushing / pulling / twisting and nothing seems to chnage
