Examdojo is a website but it works fine on my tablet. I haven't tried it with a phone yet.

Savemyexams is a classic.

Examdojo limits how many questions you can mark on the free tier, savemyexams limits quite a few features to be paid only

Drfrostmaths is completely free but can be a bit clunky. Definitely worth looking at though.
