I'm sorry for maybe the obvious questions, but I'm clueless. My DC has been offered a place in an independent school which we have accepted. I completely forgot about the state secondary school offer and must reply by today. Do I say that they have a place in an independent school and decline the offer of the state school?

Yes, decline the state offer if you want the independent and have a place secured. The place can go to someone else on the waiting list.
