Can my daughter join year 11?

My daughter will be 15 in late November , and is currently completing her last year of compulsory high school here in Spain, as students finish secondary education one year earlier here than in the UK. We are coming to England in June next year as my daughter wants to do A Levels and go to university in the UK. My question is, she’ll only be 15 in September next year,(turning 16 in November) and too young to join 6th form, so what could she do? She will already have her GCSE equivalent certificate and I’ve seen schools accept the Spanish diploma for entering 6th form, but she’ll be too young. So for that year could she join year 11 and just take 3/4 GCSEs, the subjects she wants to do in Alevel, or would it be better for her to join a college?
Anyone with similar experience? We’re looking at state schools only. Thank you!

Looking online it's a real mixed bag with regards to native language a-levels.
With the drop off of international students, universities are accepting native language a-levels more to fill spaces but not for all courses and sometimes they increase the grade requirement. So a non native Spanish student may be asked AAB whereas your dd may be asked for an AAA

It's definitely worth looking into in any regard.

@downwindofyou I think people are suggesting the Op's DD takes maths GCSE as one of her year 11 choices, if she goes down that route, as GCSE maths is needed for uni courses and other options going forward. Don’t think anyone has talked about maths A level.

Good point about native MFL tho I am not sure if OP’s DD would count as a native speaker – it’s not clear how long she has been in Spain?
