Does non selective sixth form school choose not to admit students with English below grade 4 but other subjects excellent, (say 9-7)?

It's a conversation to have with the sixth form. No one on Mumsnet can answer for you. If it's a fail in English Language then sometimes the student can do a resit while working alongside other subjects.

They may do, it depends.

If you haven't passed English language you have to resit it (government requirement). By having pupils needing resits it impacts timetabling.
Also it may mean your quality of English isn't good enough for some A levels, mainly those with lots of essays.

My kids school is a minimum points number across best 7 subjects but has to include maths and English at 4 or above - non-selective state. Depending on A level subjects higher grades needed in specific subjects

I don't think there is really such a thing as a non selective 6th form.
There will always be criteria for courses. So they may take anyone but will select for specific courses.

We run what amounts to a non-selective sixth form for students that attended our main school.

We allow retakes in maths, English Lit and Lang and double science. Retakes in November and Summer.

Subjects depend on grades, we also offer Btec. But providing they are willing to do the retakes we allow them to attend.

If the school does not run a resit class, then they won't be able to waive the requirement. It's not them being unsympathetic, it's the rules.

We have a huge sixth form, we are selective partially. We do take kids who are resitting english or maths, it may mean modifying their choices.
One of my own dc ( dyslexic) went to a selective school, initially they failed Eng Lang ( passed on remark but obviously we didn’t know that on results day). I went to see Head of sixth form,
Hello Mrs Jaffa, how are you, blah, blah, eer why are you here?
I was concerned you night not want mini jaffa without Eng Lang
of Course we want them, don’t worry

Also I think it depends on the student quite possibly and what they plan to study

I know in my DC 6th form one person was not allowed to study there having failed their maths gcse whereas another was allowed to go and take their maths gcse alongside their A levels and one Btec

It's is a selective 6th form in that you have to have required gcse marks for certain A levels
