Recommendations for a small college to study functional/foundation for recent regugee student

Hi. I am tutoring a young person who arrived a few months ago as a refugee. I do not have any personal experience of these qualifications, but they are doing really well and we feel that it may be a good time for them to study towards functional or foundation Maths and English.

However, they do not feel ready to cope with a large school/college environment due to previous trauma. Are there any provisions within the TFL area for a (preferably) funded or else private alternative? Our search suggests only PRUs (which would not work) or classes for resits.

They will be turning sixteen soon but they would rather be with a mixed age range of adults rather than other teenagers. The main requirement would be plenty of 1-1 and good public transport links plus being entered to sit exams by the institution. If they are able to study access/BTech alongside then it would be fine.
