school change?

My son is studying in year 9 in rural wales, the school "needs improvement/inadequate". he is inset 1 in all subjects. he plans for Information tech for graduation.

Question:
should we change school now (mid of year 9) or
after year 9 and move to some other city for a good education?
Or We should not move at all?

The issue we see: no guarantee of admission in a good school in a new city, the kid has to settle in new school [bit risk]
changing in mid of year 9 [subject selection in Jan] is any good?
changing after year 9 any good?

As we are confused please guide what should we do or just continue where we are?

Irrespective of the Estyn rating, what do you think of the school?
Is he being well taught, is he happy?

Are there any potential issues with moving between main teaching language?

Has he started syllabus for any subjects, eg science? This could lead to difficulties when moving.

If you are going to move, then the sooner the better.
