Year 11-placement, relocated from abroad

My son, left UK and was abroad for two years. He is now back but cannot get into any school in Birmingham in year 11.
what are my options.
How do I ask that he can be placed in year 10 instead as every school says "oh we haven't had that situation so far" that he should be offered a place in year 10.
Please advise.
He is good in English

Contact the local authority. As you have obviosu ly found out Year 11 is an awful time to move back here due to the fact that GCSE's are a two year course. I agree that he would be best going back a year into Year 10. What kind of schooling did he receive abroad?

Would a further education college offering a 14-16 year olds programme take him? Could be gcses and/or btec level 2 courses, minimum should be English, Maths and Science to progress to A level /level 3.

There are "crammer" colleges which are private and may offer gcses in a year. Often these are used for resits. Or you can homeschool/tutor and enter as a private candidate. Is he already y11 though as, if so, realistically you only have 6 months to learn 2/3 years of curriculum and exam technique. Any coursework or practical element might have already been covered.

All these options are in your son's best interest. However, the LA has to find him a place as he's of compulsory school age. Y10 would be ideal to give him a chance of half decent grades.
