The school should have a complaints procedure on their website or available from the office. Usually begins with complaining to the Headteacher, then to the Governors. Usually important to be able to to show that you have followed the process set out if you wish to be taken seriously.

Isn't is usually the front page of the Telegraph? (Kind of bitterly lighthearted.)
