On one of the school's oversubsciption, it says a pupil will be awarded in the order of:

1. 'Looked after' children including 'previously looked after', as defined by the Schools Admission Code, 2014

Could anyone please help to tell me what this means ?

That they have been in care/foster care/formally cared for by relatives instead of parents

Basically any child that has been in care eg foster care or children’s home.

Even once they have been adopted they can still get a school place by being placed in this criteria category

A child that is in the care of the local authority, or was in their care but has now been adopted.

It does not (unless it has changed) include children adopted from abroad.
It definitely does not include step-parent adoption.

A child informally being cared for by relatives without any SS involvement won't count. A child 'placed' with relatives via SS as kinship carers under eg SGO should count, I think.

I don't think (but could be wrong) it includes children who had been looked after children but have been returned to their birth parents.

The definition is quite specific and relates to children who have been or currently are in the care of the Local Authority. Whilst there is quite a lot of detail as to who is covered on page 10 of the 2014 school admission guidance, you need to discuss this with the LA, as it can be a bit of minefield as to whether they are covered or not.
If you do qualify then you can decide which school you want child to attend as the admission criteria will mean that you will be offered a place at the school.
