Appeal Stage 1 advice please

I've had some lovely and helpful advice on our appeal from Tiggy and I'm happy our stage 2 statement is as good as it can be.
Tiggy suggested I look at the PANs etc and consider challenging those but I know the school was over PAN last year and is almost certainly even more so this year.
However, after a random Google about PANs, it turns out that there was a invisible consultation that I missed about changing the catchment areas for 2019 starters, acknowledging that the current arrangements are causing problems, and proposing a change that would put us in a fantastic, in catchment position. But dd starts this year so we're out of catchment and children from twice our home to school distance are in.
Is there anyway I can use this? Given they've acknowledged it's a problem.

As it is a change for 2019 entry it has no direct relevance to this year's entry that you could argue they made a mistake about.
However, I would suspect that the admission authority is not going to bring up that they are changing the admission arrangements in 2019 in their submissions, so you should make sure that it is raised. As it is specific to you that it has a positive effect on your ability to gain a place under the 2019 entry criteria I would raise it in part 2 submission showing that it would have made a difference. When it comes to the decision making by the panel, it is all about whether your reasons hold more weight than the school's. You do not know whether the panel will give it any weight but it cannot be detrimental to your argument for admission to raise this.
In terms of part 1 questions for the school, if they are admitting over the PAN, then the most obvious question is if they are admitting over PAN (by themselves not because of appeals) is why they cannot admit another pupil over and above what they have.

Thanks admission. I realise it's not a mistake. The admissions over PAN will be a bulge class and they're not the only school needing one. LA mandated I presume.
I'll have think about how and when to raise it...
