The JCQ web page gives 21 Feb as final date for access arrangements for this year's GCSEs and a slightly earlier date for requesting modified exam papers.

It is possible, but it depends on the circumstances. For example, a child who breaks their arm shortly before GCSEs started was given permission to have a scribe. Another child had a late diagnosis of a physical illness that affected her concentration, so was given late permission to have extra time. You need to speak to the exams officer.
