how will the new Welsh GCSE be regarded by universities/employers compared with the rest of the UK GCSEs?

Difficult to compare but I believe there is only one specification for the subjects which are changing for Sept 2015 and I cannot see how they will be compared unfavourably with the English ones. The bigger problem, according to the Estyn Chief Inspector, is the large number of pupils who do not take GCSEs in core subjects at all. Lots of students take other "equivalent" qualifications so I would assume a good set of high grade GCSEs is still a good preparation for A levels. Employers presumably want people who are literate and numerate. There is concern that too many students and schools duck attempting to get a C grade at GCSE. There seems to be a lot of discussion on the fact that Wales under performs educationally so I guess anything that helps children achieve well is to be applauded.
