How do the schools performance tables measure attainment level?

Hi probably a stupid question, but when the performance tables group children by low, middle and high attainment how do the do this? I understand

There is a points score system for Ks2 SATs results for all 3 subjects, English, Maths and Science. Below 24 points is low, 24-29.99 is middle and 30 and above is high. Therefore the points score is an average. This is the explanation on the Government's web site.
