I hope the experts come soon and give you some advice, but from my understanding this is totally incorrect, the panel should know your case in advance before your hearing date

That should be incorrect but then anything is possible. What should happen, according to the guidance, is that the clerk to the panel will write to you approximately a week before the case and that they will include both your case and the case of the school not to admit, plus details of where it is being held and the members of the panel. The panel members are sent all the paper work for all the cases being heard at the same time.
Given what you have been told, I might be tempted to see what arrives in the post and if there is any suggestion of the panel not having the papers I would ask the Chair of the panel as the first question around the schools' case if they could just confirm when they received the papers as you received them on X and you had been told by the LA that you would not see them till the day of the appeal.
That would be crass stupidity because there is not way that the panel members will have had chance to properly study them, but then strange things have been known to happen around appeals.
By all means bring the Ofsted report with you but unless it is going to prove a point you are making the panel will not place any weight on either a positive or negative Ofsted report, they are told that they have to consider all schools as being equally good schools.

You can start by using the school admission appeals code 2012 which is what they need to abide by (east to find online). The evidence is there alibaba, check it out

Didn't see your post their admission sorry. Im finding the whole situation really frustrating as I sort of know what should happen because of a previous appeal. I was even told by another lady in the office that I wouldn't be receiving a copy the schools case when in a previous appeal I did.
Today I received the letter confirming the time and date of the appeal which is the 2nd June. Im asumming the school's case should follow shortly but according to her NOT!! I wonder if my phone has a recording function so I could have all this miss information as evidence

The appeals code states that all papers must be sent to panel and parents a reasonable time before the hearing.

How about an email, asking her to confirm that information
