Disruptive class, teacher needing support.

Dd is in Year 7 and generally settle in well and working hard but she is struggling with one class. She said the teacher is lovely - too nice in fact, she has no control over the disruptive elements within the class, they often misbehave and the teacher struggles, threatens often, never follows through. Dd is with the same kids for most of her classes and it's only this one that they really go to town on mucking around.
I'm not sure what to do about it, if anything.
Quiet word with the Head of Year? I'm sure she needs help and dd would prefer for classes to be run with a degree of discipline.

Head of the particular subject area would be the appropriate route in my school, as they would be the line-manager of the teacher in question and able to put in support.
