moving counties at the end of year 6. Help needed with application to yr 7!

We plan on moving counties during the summer holiday following end of year 6 next year. I am currently struggling to get my head around the admissions for secondary school as we wont be registered at our new home until after the new year. The two schools i would like to apply for are .5 miles and 1.5 miles away respectively so surely we can get a place based on distance? The problem is i cannot prove this until after February by way of utility bills. Has anyone else done this and have any tips or idea of the process? The new local council advised that i should just apply and expect a refusal, then once moved in start the appeal process. This scares me that it will be leaving it too late!

We were in a similar situation having moved counties 4 weeks before the end of term. We were allocated another secondary 20 miles away and appealed. Thankfully the education transport manager contacted us saying they could couldn't guarantee DS ever getting to school on time after a train and bus ride so we won our appeal to get in to a school half a mile away.
